what you need

paint shop pro (any version, i am using x7)

a tube

i am using Phoenix by ©Kajenna Art

filters

filters unlimited 2.0-distortion filters

AAA frames- foto frame - width 10, opacity 80, all the other settings at defult

eye cand 4000-gradient glow (for the credits & copyright info)

font used for my name- Phoenix Script Upright (i think you can get it at DaFont.com)

okay lets begin

open a transparent image 600 x 250

eye dropper tool, take 2 colors from your tube, if using the phoenix, i took an orange and dark blue 

make a gradient out of those colors

flood fill the background with your gradient

duplicate layer, properties down to 50 or so, merge down

filters unlimited 2.0- distortion filters- surface tension at default

adjust - blur -motion blur -angle 300 strength-100

filters unlimited 2.0- paper textures- striped paper at default

c&p your tube, resize to desired size, place on right side of tag, sharpen

c&p your tube again , background layer, image mirror, resize a bit, bring properties of that down to 35 or so, sharpen

image borders, symetric checked, border width 2, your orange color

borders, symetric checked, border width 1, use your blue color

image borders, symetric checked, border width 2, orange color

AAA frames- foto frame, width 10, opacity 80, all other settings default

image borders, symetric checked, width 2, your blue color

resize it if you wish

add your copyright info, license info and your own taggers watermark, merge all flatten, save as jpg

thats it! you are done! i hope it was easy to follow and you had fun
